Different sites using (mostly) boilerplate text? (1 post)

I work for a small company that has operations in seven different cities. My boss would like me to make a website for each city, using mostly boilerplate text. However, as each cities' operations are slightly different, there are some slight variations in the text of each site, and of course the header and such would also be different. For example, in one city we may be able to take 25 photos, but in another it may just be 10. City names would be different, price may be different

Ideally, he would like to maintain the boilerplate portion of the text of each home page (the stuff that'll be the same no matter what) centrally so if we need to make a universal update to all seven sites we can just do it once instead of seven times, but still be able to use variables ($city, $photos, $price, etc) to customize each site where we need to?

Ignoring the questionable wisdom of doing something like this and SEO factors, is this possible, and if so, how would I accomplish it? I'm newer to WordPress but can pick up relatively easily.
