Different forum for (not) local installations?

Is there another forum for those directly using the wordpress.com site? I was experiencing difficulties loading my edits though I have 256 kbps broadband.
I read about maintenance mode, but then I don’t know what “wp-admin” folder is all about, hence this message.
Kindly guide to the proper forum and if possible, any answer to my query right now.
