   I first upgraded to WP 3.3 then 3.3.1 and things that used to work for the Contributor Role no longer work.

   For example: Only registered users with the minimum role of Contributor can access the blog. Since the WP upgrade users must be at least an Editor to view the static page I have set to be the blog post page.

   When trying to access the blog Contributors and Authors will either get a page not found on a redirect. If I go to the page via the URL, then there is a permissions error for that page.

   Editors and Admins can hit the page fine.

   Have you tried deactivating all plugins? There could be a problem with some plugin code. I know there are new deprecations. Have you turned on debug in the wp-config and checked if there are any errors or warnings?
