I'm not sure if I'm installing this right and I can't get my passward from the all this code crap that I keep getting. I've tried installing it a few times and I feel like I'm missing something major.
If anyone is willing to help me I really need for you to go through it with me, step by step, like I'm four years old. Please, I really want this to work. Thanks!

If you are seeing code, you may not have php support.
Can you check - maybe by contacting the host - that they have at least the following:
    # PHP version 4.1 or higher
    # MySQL version 3.23.23 or higher
If they do, ask for details on creating and using a mysql database, and in particular, your username and password for the database.

If you are getting code mess then something is going wrong on the install. Post an example and folks will try to help.

Ok, now it's giving me a new problem. So, I'm going to tell you exactly what I'm doing and if you can point out what I'm doing wrong.
I open the "Read Me" file and, maybe this is where I'm going wrong (?), upload all the files. I'm using Dreamweaver to do this and I'm uploading the files into the site where I want this blog on.
I type this in my browser-http://ted.applescruff.net/wp-admin/install-config.php-and it gave me this message: The file 'wp-config.php' already exists. If you need to reset any of the configuration items in this file, please delete it first.

Yeah I got it now. I've been playing with it. Now if only I can figure out how to put it on my site and not have it's own link. LoL!

What you just posted worries me *on my own site*. WordPress will end up wherever you install it. ;)
