This makes me wonder if footer.php is even required since I have a footer regardless. Are there possibly two footers and this one is just extraneous? I have refreshed the mobile version and it is still there after each refresh. I have done a text search for the filename of a particular icon in the footer and there are no files with that in it except in the images folder.
In summary, it appears you cannot change the footer.php and have it reflected on the site since deleting it does not even effect the footer. Crazy!
Any help would be greatly appreciated.

What file - exactly, including file path - did you delete?

Exact file in WordPress root: footer.php
I originally attempted to edit it and it would not update so I deleted the file from the server and the footer remains. So it cannot be getting footer information from footer.php. Not sure where the footer is coming from.

Wow... what version of WordPress are you using?
Anyway, you should restore the root footer.php file. Don't ever remove or modify core files, unless you're absolutely certain about what you're doing.
Your site's footer is coming from the fotoer.phpfile in the Default Theme's directory, here: \wp-content\themes\default\footer.php. This is the file you need to modify (don't delete it!).

Thanks! That's rather odd. The footer.php file I deleted looks just like the one in the themes/default/footer.php file. How does WordPress know which one to use?
The best place to answer that question is probably the Codex Templates entry.
