The person that created the site was deleted as a user – which lead to most of the site being deleted. Now I can’t even log in to to the admin page! I get a 404 error message

    1. is there a way bring back up the site from yesterday without having to go to the host (the person that built the site is the host and he screwed us over so we don’t want to have to talk to him.)

    2. why can’t i access the wp admin! is there any troubleshooting I can do?

If he is host then I am sorry to say there is no way as you will have to log in host account to backup your wordpress

I don’t think there are any web accessible WordPress files on that space. Looking at a cached page for that domain from the 27th, it appears that any wordpress site that was there must have been disabled or completely removed and replaced by a static page. If you don’t already have backups and full access to the account on the server, it’s an issue you’re going to have to address exclusively with your host, or developer, or whoever it was that you left in complete control of the web site.
