Is this issue still not resolved by WordPress? Unless there's something that I'm obviously missing, why is it that there's no functionality that I can find in WordPress to be able to delete my account from a blog that I currently subscribe to? Can the admin do it? What are the steps that I can give her?
Seriously baffled that this exists in 2012
You need to contact the site owner S/he can remove your account. We can't.

The feature is available if the site owner installs the User Self Delete plugin: http://wordpress.org/extend/plugins/user-self-delete/
Its not needed by most people, so doesn't need to be core functionality.
