Went to activate my sharing, and the drop-down does not appear.
What gives?

Have you created a "Menu" ?
Appearance -> Menus -
Have you installed a sharing plugin?

First things, first. Will install "Share This" and most likely, the 'sharing' drop-down will appear.

I'm not sure exactly what sharing features you are looking for. I believe wordpress.COM has a built in sharing feature.
Jetpack is a plugin for wordpress.ORG which brings in a load of features from .COM. There is a module within jetpack named 'Sharing'.
I haven't used .COM ever, so I'm not certain the 2 are the same, but it's something you could look into if you like.

ArtShop - are you sure you have installed the correct plugin? There are 2 very similar plugins. The one you linked to is named ShareThis while the other that doesn't provide a settings menu is named as Share This (a space).
If you look at your plugins page the correct sharing plugin should say
