Have a check with these options:
-> Disable all the plugins and enable it one by one to find out the culprit.
-> install wp-includes and wp-admin folder again.
-> Remove all the unwanted code from htaccess file.

Ok,
– reinstalling wp-includes and wp-admin : done (now manually, yesterday by automated upgrade process) by deleting the folder first and then reuploading the standard files.
– disabled plugins one by one, no effect

I had same issue for client site (2.8.4) but noticed another site of mine (2.8.3) okay. This worked to clear it up:
- Hover over the box that displays the error message. The hovering should invoke the appearance of a link that says “Configure”. Click it.
- If “WordPress Development Blog” you’ll see two fields that you’ll fill with:
[URL field] –> http://wordpress.org/development/feed/
[Feed title] –> WordPress Development Blog
- Now indicate you want to display 2 items, and check the content and date boxes
- Do a similar thing if it is the “Other WordPress News” that’s throwing the error notice. I had error notices on both of them.
- For Other WordPress News, the URL is http://planet.wordpress.org/feed/ and the title I used was Other WordPress News. Now indicate how many items to display and check the content and item date fields
