Hi,
I have two different WordPress accounts. The dashboards have different contents, one is for instance missing the "Plug-In" section (annoying and frustrating!), how can I set-up the Dashboard to include what I need to set up the blog properly?

When you log into the Dashboard you'll see an option on the top left that says Screen Options. Click on that and you should be able to select/de-select the dashboard items you do and don't want.
There are also a few plugins you can search for that help with this.
