Customizing links display (2 posts)

I have a quick question about displaying links and an hour of searching hasn't really netted me too much.

What I'd like to do is have something that loops through all of the categories that haves links and then displays the Category Name as the header with then a list of all of the links in that category that have a rating over a certain number. I'd then like to have a link at the bottom that would redirect the user to a page that contains all of the links for that category.

Essentially something that looks kind of like this:

    Category 1

    • Link 1 (Rating 9)
    • Link 2 (Rating 9)
    • Link 3 (Rating 9)
    • All Links ... (Less Than 9)

Is this something that's possible using the available template tags or will I have to write a plugin to get this level of control?

I've seen the get_links function but it only lets me filter on the number of links. I'd also like to dynamically do this for all the categories that have sublinks instead of having to hard-code link names/id's into the template.

    Any help would be appreciated.
