Custom Theme Admin Not Showing on Main WP Dash

I installed and activated a theme called “Sansation”. According to its User Manual, a admin button to customize the theme should appear on the lower left side of the main WordPress Dashboard under the settings button. It does not appear there or anywhere. Can anyone provide guidance or troubleshooting tips for this issue? The template author is not responding.
