Custom Post Page Inside Regular Site (Paid Job)

I’m working on a project for someone and one of the things they are looking to have done is allowing registered users to post without actually going through the whole WordPress admin interface. Ideally, what I’d like to have someone do is pull out only certain elements from the wordpress post page (post_new.php) and be able to set it up so I can just copy some php code to another page styled with the rest of the site. I’ll also need the same thing done with the manage post page.

For someone with PHP knowledge, I don’t really thing this is a hard job at all. All it really requires is taking the required elements (IE, Title, Post Content, Tags, etc) and putting them in their own separate page but allowing them to still POST to wordpress itself, without actually being “in” the wordpress backend.
