Is there any plugin that can be used for Theme Admin? For Example, in my theme, I am displaying intro text on homepage by Custom Field. Now, instead of using custom field, is it possible to use a theme admin page to enter text?

Yes, it is possible, but you would have to code it yourself. What theme are you using?
