Current fix for an old GoDaddy problem with speed?

    A search of problems with GoDaddy loading speed turns up hundreds of hits, but no evident solution. What is the current best approach to remedying this? WP is running on a Windows server (not my choice – inherited). I have experimented with several caching plugins, but the problem persists.
