   I've installed and tweaked a bunch of plug-ins templates.
   The results are not as I had intended.
   > the CSS is not being applied to Blog pages (admin is mostly fine*).
   > no images are being displayed
   > *In the theme admin panel, there are no images or previews available.

   So far to fix it , I have:
   - turned off and un-installed all plug-ins
   - set permissions on the wp_content directories (and subs) to 755
   - checked for the paths in the html.

   Finally, to try start again from scratch
   - I uninstalled(in part) WP on the site, cleared out the database
   - reinstalled WP.

   Any thoughts? or ideas on what could be wrong or how I might fix it?

   Looks like a permissions issue.

   Thank you for the focus. I've stop fiddling with other aspects, and focused on permissions.

   found an answer in the forums from @Samuel

   http://wordpress.org/support/topic/what-permission-should-be-set-for-wp-content

   For others, what worked for me:
   > wp-content and sub-folder permissions should be set to 755
   > files within them should be set to 644
