   For theme development, what is the legal part if I use a CSS from websites that offer CSS templates for free? Do I have to specify the original source? What if I make some modifications? Do I have to ask for permission in order to convert the CSS to WordPress?

   That would depend upon the copyright/licence details on the site that offers these CSS templates.
