Creating rollover for icons

Hi there,
This is probably quite a common thing people ask about, but how would I go about creating a roll over for the ‘contact’ icons on my site http://www.noblecatdesign.com ? I’m guessing I’ll need to add some CSS but not sure what. I’d like to have an outta ring appear around the circles when hovered over.
