   Is there a way to create a menu displaying all the sites in a multisite network, and enable visitors to click on any site to visit it? Could such a menu be placed on the navigation bar as a tab?

   Is there a plugin or method for accomplishing this feat? I would appreciate some help on this matter.

   This'll out put a list. You'll have to add it to template files and style it to have it as a menu or in a tab.
