Creating front end pages

I’m building a plugin and I want to create a page that isn’t tied to a specific post ie has a callback method for a URL that sets up and renders the page

I’ve looked at the rewrite api but can’t see how to do anything other than rewrite calls to index

Are there any other plugins that do something similar I could look at
