Creating a WordPress.com type Blog site to host other users

Whom would I speak to about getting buying or finding the Master software to offer blogs on my on theme based blog site based on the wordpress platform ?

I’ve seen other sites which seem based on the same platform and I’m curious who do I see to accomplish this.
