I'm trying to make a page that has three different job rss feeds on a page. they will be in three different categories such as web page development and graphic design. do i need to create a custom page template or is there an easier way?

In that case, I'd suggest creating a custom page template with a widget ready area. Then you can use the RSS Widget in Appearance -> Widgets to pull in these feeds.
