Creating a specialized user account

I want to create a specific type of account called a broadcaster account. Basically, this account should allow users to embed their videos into my websites learning center: https:linuxpcplus.com/learning center. Currently, I have to do this manually by having “broadcasters” send me the embed code, then me putting it on via my videogall plugin.
Does anyone know of a way to let users with approved accounts embed videos on learning center?
