Creating a page that simply displays all of my categories (1 post)

To start, here's my page: Red Tuxedoes

I have a side nav with a css collapsable menu. I have recent posts, categories, and archives. When someone clicks on a specific category from the sub menu after hovering over "categories" it works just fine. But what I want to do is create a page if someone just clicks on "categories" instead of selecting one from the list. Something that would show all the categories, description, and count (which I could figure if I could even get the page to show up in the first place).

I'm having trouble trying to figure out how to do that. I looked into creating a category.php file, but I couldn't find what to do if a certain category hadn't been selected. Any help would be greatly appreciated.
