I am making my first wordpress site for the engineering company i work for, currently using a theme called WP-DrominoMag 1.0

It has a menu at the top with space for content below, it seems like it was made more for a blog but im trying to get rid of most of the blogging content.

id also like to create a much more custom homepage, something the floats in the center of the page, no scrollable content, but with the same menu. Then as you enter the pages have the menu relocate at the top of the page.

Is there a right way to do something like this? I have been doing some editing to the code so im only semi-comfortable with that but im getting better. Or do i need to find a theme with this sort of option>

See this about themes. You definitely should NOT be editing the original theme – -but using a child theme. Where did you get the theme? If it’s commercial, it’s not supported here.
