Creating a custom template

There is a website whose layout I like and would like to somehow re-create it in WordPress. Is that possible? If so, can I get a brief explanation. The website is http://www.ltidata.com.

There are some parts of the website like the ticker I would not use. But I would like my homepage of my website (made with WordPress) to look similar to their homepage and the rest of my pages to just have the header and text. On my website under the news section on the home page I would like to have news updates from another website and under updates have my latest blog entries listed.

I know this is most likely possible, I am just not sure where to start? I know there is a lot of questions in this posts but any information/help you can give me would greatly be appreciated. I am fairly new to WordPress and in trying to learn as much as possible. Thank you for your help.
