I created my own theme and want to use it. I uploaded the index.php file to a folder within the wp-content/theme folder. How do I get my page to show up in the cpanel so that I can select this theme?

A theme is more than an index file...
And it never shows up in the "cpanel" - it should show up in the WP admin > Presentation > Themes.
