I'm wondering if I could do something like allow users to make their own mini blogs within my blog? I want them to be able to upload photos, and share those photos with other readers, maybe vote on them. Well, not so much vote, but give specific feedback? I know, sounds weird?

Create a category for them perhaps? Something similar is done here in the "Player's Blog". People post to this category. Their own "blog" can be seen in their authors page.
Is this what you're looking to do?
