   I need a plug in built that allows someone to fill in a form once, then blocks their IP, email address and mailing address from being used again for all contest until I start new contests.

   It’s kind of a contest where I want one entry per house hold and per IP.
   Also I need to be able to change the form and the amount of people who can enter.

   Let’s say contest X is allowed 100 entries, that will be on Page X.

   I also need contest Y to allow 500 entries, on Page Y.

   But once someone signs up for contest X I don’t want them to be able to sign up for contest Y or contest X again.

   However, when contest X and Y are over and I start contest Z, I want them to be able to sign up again.
   
   How do I go about finding someone to build such a plug in?
   And around how much should I expect to pay?
