   I have WordPress/2.8.3 I am going to transfer my domain from godaddy to another hosting service. After I download my w-p folder and upload it to the new hosting service will I have to change login details?? I am going over my head doing this can any one help

   No, you won't have to change your login details. ID, password, and URL will all be the same, if you do the transfer properly.

   But, it is more than just moving the WordPress folder from one host to another. You also have to move the database. And that probably means changing the database name and database user id defined in the wp-config.php file.

   The section "Moving WordPress to a New Server" in the above mentioned link to documentation pretty much covers it.
