   Is there a way to control what posts a user can edit? I see I can limit them to editing posts, but what about editing just specific posts?

   If not can you suggest a plugin I should use?

   User Role Editor doesn't include such functionality. Try to look these plugins:
   http://wordpress.org/extend/plugins/role-scoper/
   or
   http://wordpress.org/extend/plugins/advanced-access-manager/
