Conditional Fields not showing when the rule is met

Hi, I´m having a problem. The conditional fields are not showing when the rule is met, they´re hidden all the time.

I´ve already tested the plugin Use Google Libraries to see is the problem is the local javascript, but it still doesn´t work.

What can I do to fix it?
