“Comments Off” failing to work

I am not sure if this is a theme specific issue, but I suspect it is.

My blog page has two stickies at the top of it. Both of the stickies have comments un-ticked in the post edit pages. Yet, only the first one, Daily Wisdom, has the un-linked words “Comments Off” in the post. That is the way it should look.

However the second sticky post says “No Comments” as a link, as though it could accept comments. When you go to the actual single entry post page, sure enough, comments are turned off. Most unusual. You would think if it works with one, it would work with all.

Has anyone run into this before?
