Comments off but people still commenting

Hello,

I turned off my comments both under Settings-> Comments and under my theme settings (Genesis Framework), but some people are still able to comment. They are not spam comments, they are actual comments because they ask specific questions about the subject, etc.

In my computer I don’t see the comments box, and I am not getting as many comments as when the comments are enabled, so I know it is just some people the ones that see the box. I already cleared the cache many, many times.

Does anyone have an idea why this could be happening?
