For a long time, I have had the comments section on my blog turned off. Just recently I decided to use a plug-in to help me moderate comments and I think I like it. My problem is, now that I have turned on the comments section, every time I make a post it is labeled Comments Off. It is annoying and something I do not have a clue to fix. Help!

You can turn theme On In Settings>>>Discussion

i know that but the thing is, when i do turn the comments on, all the old posts and the new posts are still showing comments off.i have tried changing themes but it still does the same thing

that is because changes to settings - discussion are only applied to new posts;all the old posts and the new posts are still showing comments off
goto
dashboard - posts - all posts - click quickedit below each post title - tick 'allow comments' -
