When one access the moderation panel directoly from a comment to moderate notification, the comment content is printed direclty and not filtered (with a filter like comment_text), so it doesn't display as it will be showed in the blog.
May be there is a reason to not filter a that level, if not a filter can be added.
The problem rised using comment image plugin: there is no way to see the image posted with the comment in the single comment moderation panel.
The filter is called on the comment list, always on the admin side.

The comment display on the blog will depend entirely upon the current theme - whuch makes the kind of filter you describe extremely difficult (if not impossible) to implement.

Esmi, I was talking about the admin panel, where one moderates the comments. Clearly each themes can show them in a different way.
