Comments closed, but still receiving comment submissions

I have closed comments on some posts that I was being spammed on, but comment submissions are still pouring in. Is there a hack that allows them to automate the submissions even though comments are closed?
Here’s an example:

Granted, this one wasn’t smart enough to leave a link back to their site, but many others have.
What do I have to do in order to block these?
