    Is there a way through a hack, plugin, or otherwise, that I can make my comments so that people have to be registered users in order to comment? (and also if a user is already logged in not ask them for name/email/uri)

    Okay, shamless plug for myself... but look here!

    It requires the user to be logged in to post comments, but pulls the name, e-mail and URL from the profile data accociated with that user.

    This thread got me a workaround that I'm happy with:
    Logged in users NOT posting as Anonymous
