When I publish a post, I thick the comments to be "on", then when the page refreshes, the comments are off, even on the site, it says, "comments off".

If you change the comment status on a page or post, you need to select Update Page/Post for the change in status to take effect.

Deactivate all plugins and then try turning comments off on a post. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
