closing your website whilst building/constructing

Hello Everyone

I am interested if anyone knows how exactly to shut ones site until ready to have it open to the public? I have seen sites with ‘coming soon’ or ‘under construction’ on a blank page that does not allow access to the site itself but does not stop google/search engines..how is this done? is this something people usually do?
