   I'm curious if there's a click-and-drag type of plugin available? Something that allows you to drag page elements around like you do in Blogger for example?

   There's widgets for the sidebar. But if you mean for the whole page, then while there have been a few attempts at it, they've had a few problems in that regard. Some plugins I've seen work, but are a bit limiting in the kinds of things you can drag and drop and such.

   Most people who use WordPress want more control over the page design than a drag/drop interface allows for.

   For sidebars/footers (theme dependent) some themes offer Widget support. They are drag'n'droppable.

   For more than that, maybe see how the canvas project is coming along: http://www.freshpursuits.com/canvas/
   I've not played with it, but it looks interesting and appears to offer a lot of flexibility in layout.
