Checkbox group missing fieldset and/or legend tags, & no title attribute

    I’m currently doing some accessibility reviews and work on a WP instance using Jetpack. I noticed the comment/post subscription checkboxes that allow commenters to subscribe to new comments or indeed new posts is missing a fieldset/legend that omits it from WCAG2 A-level compliance (as I understand it).

    The file in question should be /modules/subscriptions.php, affecting the label and input elements (starts line #446) for “Notify me of follow-up comments by email.” and “Notify me of new posts by email.”

    Should these be placed under a common fieldset?
