I am disappointed with the default formatting and language for pages with closed comment threads, so I want to change the behaviour of comments under different circumstances when comments are closed:
1)When there are no comments and comments are closed, I want the
No Responses to $title
Comments are closed.*NOT* to appear.
2)when there are comments but comments are closed I want the "Comments are closed" note to appear after the last comment.

I don't know where and how to change the code to get what I want. I'm working with the Chewy-10 theme, but I think this applies for most themes, including the default. for what it's worth, the site is toddseavey.com.
