changed the wordpress address and blog address!

We had posted earlier,
Our group is working with a new programmer and he had made a change to our admin settings. The default was supposed to be set to (ourdomain)/blog. However he had a note that he had changed the settings to /blog/index.php in error. It was suggested that we use phpmyadmin and install it on our server so we can access the databases and correct that, but is there another way to fix this issue so our wordpress is working correctly? We have not been able to get phpmyadmin to work on our site.
