change theme before or after importing

I’m importing a blog from wordpress.com and want to change to a premium theme. Should import first and then install the new theme, or can I put up a new them and tweak it to perfection before I import.

So I guess the question is really: does the wordpress.com xml file include theme stuff, or just posts and comments?
