Change admin according to roles?

Hello,

This is a feasibility check for a needed plugin. Can a plugin be written to change some options in the admin panel according to the users role? For example, I want to change the ‘write’ page in a way that it will have only a few fields that the user should fill and then when the ‘Publish’ button is pressed the post is built from the fields values. That will cause all the posts to have the same structure. Another thing is to show the user only his posts and comments in the ‘Manage’ section.

I have a few more of these and I’m not going to write this myself. If these things are possible I would like to pay someone for it. Any idea for how much these things sell?
