Category Posts with Pagination

I have created a past where I pull “past-events” category posts into page. I am using the List Category Post plug-in to list categories in page and exclude from Blog page. However, I can not get pagination on the past events page. I have gone through all support coding with no change. Any one have a solution? I have reverted my php to original. Here is the current code:
