   How do I setup wordpress like this site home page http://www.homebrew-recipes.com/
   It has the categories + sub categories and post count on front page

   Is that a plugin?

   More than likely it is a combination of wp_list_categories and CSS

   http://codex.wordpress.org/Template_Tags/wp_list_categories
