Category Links Not Working After 2.5 Upgrade

I have an IIS server with Mod-Rewrite installed. When I select Custom Permalink Structure in WordPress I enter /%post_id%/%postname%/. The permalinks work ok, but the Category links in the Sidebar generate a Page Not Found. When I switch back to Default, the Category links will work, but of course there is no custom structure. I spoke with the micronovae people and they determined the Mod-Rewrite is working properly. I did not have this problem before the 2.5 upgrade.
