Category in ID=1 and not in ID=2

I have a section on my website that features posts within a category at the top and unfeatured posts at the bottom.

I have a loop that calls posts in both categories “cake-makers” and “featured”.

I would then like to create another loop that calls posts that are in “cake-makers” but not in the “featured” category.

Is this possible?
